Alan Oxley's Biography

Alan Oxley brings over 30 years of high level experience in international trade. Currently the Chairman of the Australian APEC Study Centre at Monash University, he is also Managing Director of ITS Global, a strategic trade, environment and communication consultancy based in Melbourne, Australia.
Before 1989 Alan Oxley was a career diplomat, representing Australia in Singapore, at the United Nations in New York and in Geneva before transferring to the Trade Department in 1985 where he served as Australian Ambassador to the General Agreement in Tariffs and Trade (GATT), the predecessor of the World Trade Organisation (WTO). He was the first Australian to serve as GATT Chairman and was a panellist on the dispute panel for the tuna dolphin case, a landmark case on trade and environment issues in the WTO.
In 1989 Alan Oxley established his current consultancy, ITS Global, delivering technical advice to governments and business on trade and trade-related issues, including the Laotian Government on their accession to the World Trade Organisation. He has also been active in public discourse and managed business programs on Australia’s bilateral trade program, including the Australia United States Free Trade Agreement and the proposed Australia China Free Trade Agreement. He has also managed a number of aid programs for the Australian Government and its aid agency, AusAID.
Since 1996 Alan has been the Chairman of the Australian APEC Study Centre at Monash University and has designed and delivered graduate courses in international trade and has established himself as a academic and research leader in the field of international trade policy. Alan Oxley has published papers on a wide variety of trade and trade-related issues, including Australia’s bilateral trade program, the multilateral trading system and trade and the environment.
Alan Oxley graduated from Monash University in 1970 with a Bachelor of Arts with Honours majoring in Politics and Asian History.
Alan is regularly sought at a commentator on international trade, environment and development issues.
